This consultation, published January 2012, was intended to seek views on the second draft of the assessment criteria for personal independence payment (PIP) and in particular on the changes that have been made since the first draft, the proposed descriptor weightings and entitlement thresholds and the draft regulations. This is Disability Rights UK's response. 29 May 2012.
Background
The proposed entitlement thresholds for the rates and components of the PIP are:
Daily Living component (from activities 1-9)
Standard rate: 8 points
Enhanced rate: 12 points
Mobility component (from activities 10-11)
Standard rate: 8 points
Enhanced rate: 12 points
DWP produced fifteen case studies to show how the assessment criteria might work.
DWP estimated that, if implemented, the second draft criteria would produce a 2015/16 caseload of 1.7 million people receiving Personal Independence Payment as opposed to 2.2 million 16-64 year getting disability living allowance if PIP were not introduced.
