The National Housing Federation (NHF) carried out a survey of 51 housing associations in England and found that 51% (32,432) of those affected by the bedroom tax have been unable to pay their rent between April and June.

Many of those affected are in rent arrears for the first time but attempts to downsize to avoid the tax are difficult due to a shortage of smaller homes.

In March, the NHF estimated that 180,000 households were under-occupying two bedroom social homes but that only 85,000 one-bed social homes were available in 2011-12.
