The Queen delivered the Speech outlining the Government's legislative programme for this parliamentary session at the State Opening on Wednesday 21 June 2017 at 11.30am.

Policy briefing

Both the House of Commons and the House of Lords will be debating the contents of the Speech.

The debates will continue for six (five in the Lords) sitting days, finishing on Thursday 29 June.

Proposed amendments to the Speech will be considered by the Commons on Wednesday 28 and Thursday 29 June.

Repeal Bill

  • convert directly-applicable EU law (EU regulations) into UK law
  • preserve all the laws we have made in the UK to implement our EU obligations
  • ensure that the rights in the EU treaties that can be relied on directly in court by an individual will continue to be available in UK law
  • provide that historic Court of Justice (CJEU) case law be given the same binding, or precedent, status in our courts as decisions of our own Supreme Court
  • The Bill will also allow the Government to ‘adapt’ any laws on the statute book that originate from the EU. This process of adaption is likely to take a long period of time. The House of Commons Library has estimated that 13.2% of UK primary and secondary legislation enacted between 1993 and 2004 was EU related. Immigration Bill

  • enables the government to end the free movement of EU nationals into the UK, but still allows the country to attract "the brightest and the best".
  • EU nationals and their families will be "subject to relevant UK law"

National Insurance Contributions Bill

  • legislate for the National Insurance contribution (NICs) changes announced in the 2016 Budget and 2016 Autumn Statement
  • make the NICs system fairer and simpler
  • does not relate to the discussion of Class 4 contributions at the time of the Spring Budget 2017

Draft Patient Protection Bill

  • improves how the NHS investigates and learns from mistakes by establishing an independent Health Service Safety Investigation Body
  • ensures serious incidents can be investigated without the need for expensive, lawyer-led inquiries
  • applies to England and Wales

Gender pay gap

Tackle the gender pay gap and discrimination against people on the basis of their race, faith, gender, disability or sexual orientation.

Mental Health

Reform mental health legislation and ensure that mental health is prioritised in the National Health Service in England.

National living wage

National Living Wage will be increased so that people who are on the lowest pay benefit from the same improvements in earnings as higher paid workers.

Social care

Work to improve social care and will bring forward proposals for consultation.

Education

Proposes a major reform of technical education.
