An overview of hate crime in England and Wales

This is an Official Statistics bulletin produced by statisticians in the Home Office, Ministry of Justice and the Office for National Statistics. It brings together a range of official statistics on hate crime from across the crime and criminal justice system, as well as the Crime Survey for England and Wales (CSEW).

The report provides estimates from the CSEW on the level of hate crime in England and Wales, as well as information on the victims’ experience of hate crime and whether they told the police about the hate crimes.

Using data from 2011/12 and 2012/13 CSEW estimates that there were 62,000 disability motivated hate crimes per year on average.

In 2012/13, the police recorded 1,841 disability hate crimes, compared with 1,757 offences the previous year (a 5% increase). Disability hate crimes accounted for four per cent of all hate crimes recorded by the police in 2012/13.

A third (32%) of disability hate crimes involved violence against the person. Of these offences, 61 per cent involved injury. Public order offences accounted for 30 per cent of disability hate crimes.

The Life Opportunities Survey found that two per cent of all disabled adults interviewed had been a victim of hate crime in the past 12 months. This is higher than the CSEW estimate of 0.5 per cent.

Disability Rights UK has produced a number of practical guides aimed at stopping disability hate crime. By reporting disability hate crime you are enabling your local police force to get a better picture of disability hate crime in your area. This could mean that further disability hate crimes are prevented because the police have a better understanding of the amount of crime in their area and they can use that information to better tackle it.
